New Jersey declared a state of emergency late Monday after torrential rain triggered flash floods across parts of the northeastern United States, including New York, Pennsylvania and Maryland. Governor Phil Murphy urged residents to remain indoors as rescue workers in Scotch Plains waded through fast-moving water to reach stranded drivers. In New York City, flooding disrupted multiple subway lines and caused major traffic jams, while departures were temporarily halted at JFK, LaGuardia and Newark airports, canceling dozens of flights. Lancaster, Pennsylvania, issued a disaster declaration after severe flooding and multiple water rescues. Flood warnings remain in effect into Tuesday morning.
