After President Trump threatened to resume U.S. nuclear testing, the Kremlin said Russia had not tested nuclear weapons recently and would do so only if the United States did. President Vladimir V. Putin touted a successful test of a nuclear-powered drone and the trial of a nuclear-capable missile, though neither involved a detonation. Citing other countries' programs, Mr. Trump posted that he had ordered the Department of War to begin testing “on an equal basis.” Kremlin spokesman Dmitri S. Peskov said he hoped Mr. Trump was briefed that Russia's recent trials “cannot be viewed as nuclear testing at all.”
