This regulatory action aligns with the administration's broader strategy to dismantle federal environmental regulations that officials view as barriers to industrial development and domestic energy production. The agency plans to finalize a portion of an initial proposal while also proposing a separate rule to repeal the federal finding that greenhouse gases from power plants specifically pose an endangerment threat under the Clean Air Act. Power plants represent the largest industrial source of greenhouse gas emissions in the United States. The Biden administration rules would have required the current fleet of coal plants to capture most of their carbon emissions by 2039.
