The deployment of automated recycling machines in Cairo by startup ZeroPrime Technologies has triggered a public dispute regarding the livelihood of the zabaleen, Cairo's traditional informal garbage collectors. Founder Eslam El-Refaey stated the self-financing business aims to scale up to 20,000 machines nationwide by 2030. Community representative Moqaddas criticized the initiative for excluding traditional collectors rather than integrating them into modern waste management infrastructure. Following public backlash, the Giza governorate mediated an agreement allowing the zabaleen to empty the machines and purchase the collected contents directly from ZeroPrime. Previous waste management overhauls in Cairo, including early 2000s attempts to enlist foreign private firms, similarly faced resistance from the informal sector. Urban experts and former government officials emphasize that sustainable reform requires formalizing and integrating the existing waste chain rather than attempting to displace an entrenched labor force that handles substantial municipal refuse efficiently daily.
