US Government to Acquire 9.9% Stake in Intel in $8.9 Billion Deal

Intel and the Trump administration announced on Aug. 22, 2025, an agreement for the U.S. government to acquire a 9.9% stake in Intel for $8.9 billion. Intel said the government would receive 433.3 million newly issued common shares at $20.47 each, with the investment funded by $5.7 billion in previously awarded but unpaid CHIPS Act grants and $3.2 billion from the Secure Enclave program. The government will hold the stake passively, without board representation or ordinary governance or information rights. The agreement also includes a five-year warrant allowing the government to acquire up to an additional 5% of Intel if the company’s ownership of its foundry business falls below 51%. The deal followed President Donald Trump’s criticism of Intel CEO Lip-Bu Tan and administration pressure for greater domestic semiconductor production. In August 2026, Intel completed a separate $20 billion stock offering, which diluted the government’s original 9.9% ownership stake thereafter.
