Brown University has rejected a White House compact offering preferential access to federal funding in exchange for sweeping policy changes, joining MIT in saying no. The proposal, sent to nine schools on October 1, seeks to remove sex and ethnicity from admissions, cap international enrollment at 15%, freeze tuition for five years, adopt biologically based gender definitions, and survey campus viewpoints annually, among other provisions. Other universities are reviewing or expressing concern; UT Austin struck a more welcoming tone. The administration hopes for initial signatories by November 21, 2025.
