As Trump wrapped an Asia trip that included a deal with China to lower tariffs on Chinese goods and buy US soya beans, senators framed the move as a check on executive overreach. The House is unlikely to act, but Democrat Tim Kaine said even small GOP defections tend to get the president’s attention.
