West Virginia flood emergency kills two residents

West Virginia officials reported two deaths after intense flash floods swept through parts of the state, inundating homes and businesses and damaging key transportation routes. The victims, 59-year-old Judy A. Young and 61-year-old James J. Harper, were residents of Upshur County. Governor Patrick Morrisey declared a state of emergency across all 55 counties and deployed 500 National Guard members. Emergency crews conducted more than 100 water rescues, supported by 19 helicopters. Meteorologists said up to 7 inches of rain fell, with 4.5 inches recorded in just 37 minutes, pushing Sand Run creek to record levels and closing sections of major highways.
