Just over a month before Tennessee’s SNAP limits were to take effect, a federal judge halted plans to bar soda purchases with SNAP. In a Monday ruling, U.S. District Judge Amy Berman Jackson said the USDA overstepped by approving pilot projects that tried to redefine food and skirt notice requirements. A suit from five SNAP recipients in Tennessee, Iowa, Nebraska, West Virginia, and Colorado voids approvals and sends the bans back, forcing the agency to start over. Tennessee’s ban was slated for July 31. It’s unclear if the decision goes beyond those states. Twenty-three states had waivers.
