The Trump administration asked a federal appeals court to halt a judge’s order requiring full SNAP payments this month, after U.S. District Judge John McConnell demanded states receive complete funding by Friday and rebuked delays he said left recipients hungry. The administration previously committed $4.65 billion in contingency funds, covering about 65% of the benefits that eligible households would ordinarily receive, and argues it cannot tap Section 32 child nutrition funds. Citing the government shutdown, it says only partial November benefits are possible and asks to let USDA continue partial payments without transferring billions from another safety net program.
