U.S. forces carried out a strike on a boat in the Caribbean on Thursday that left survivors, two U.S. officials told CNN. CNN also reported a classified legal opinion backing lethal action against cartels, and Trump said he authorized CIA operations in Venezuela to curb migrants and drugs.
