OVHcloud Chief Executive Octave Klaba stated Tuesday that the European Union's proposed public funding for AI gigafactories is insufficient to guarantee private sector break-even. The EuroHPC program seeks industry consortia to build up to seven computing facilities, offering a public commitment of two hundred million euros over five years to purchase services. Klaba estimated that individual operators require annual revenues between three hundred million and four hundred million euros to offset fast depreciation on specialized graphics processing units. He noted that the public sector would purchase forty million euros annually while chip expenses alone exceed six hundred million euros. Klaba criticized national market fragmentation, asserting that European scale is mandatory for operational viability and explaining OVHcloud's decision not to join French consortia.
