Cisco Talos Documents Autonomous AI Malware Command System
Tap title to read story
Cisco Talos released CAIRN, an open-source framework for tracking AI-integrated malware, alongside a technical report on CLOSEDQUORUM, a Windows implant whose tactical command-and-control decisions can be delegated to multiple commercial AI models. Talos says static analysis confirmed the implant can poll DeepSeek, Qwen, Mistral and Google Gemini, tally their responses and execute supported actions such as credential theft, process injection or persistence.
That design removes continuous human tasking from the implant’s tactical decision loop. However, Talos has not confirmed CLOSEDQUORUM was used in real-world attacks. Its publicly observed distribution build contains placeholder API keys and a dummy Discord webhook, making that build nonfunctional as distributed.
Talos traced six builds from December 29, 2025 through January 6, 2026, including developer test builds and a later distribution build. CAIRN itself uses metadata and reverse-engineered confirmation to identify and classify AI-related artifacts in malware.

Timeline
- On December 29 2025 Talos records gohno.exe as the first observed CLOSEDQUORUM developer test build.
- On December 29 2025 A later developer build, gohno-final.exe, contained developer API credentials injected through build metadata, demonstrating how live provider credentials could be configured.
- On January 5 2026 Talos records the pre-release earlyburb.exe build, the only observed sample in its analysis with a deployment path; this does not establish a confirmed victim deployment.
- On January 6 2026 Talos records balzak.exe as the distribution build; the observed build contains placeholder AI-provider keys and a dummy webhook and is inert as distributed.
- On September 22 2026 Cisco Talos released the open-source CAIRN framework and published its CLOSEDQUORUM technical disclosure; Talos says in-the-wild deployment remains unconfirmed.
