Cisco Talos Documents Autonomous AI Malware Command System

Cisco Talos released CAIRN, an open-source framework for tracking AI-integrated malware, alongside a technical report on CLOSEDQUORUM, a Windows implant whose tactical command-and-control decisions can be delegated to multiple commercial AI models. Talos says static analysis confirmed the implant can poll DeepSeek, Qwen, Mistral and Google Gemini, tally their responses and execute supported actions such as credential theft, process injection or persistence. That design removes continuous human tasking from the implant’s tactical decision loop. However, Talos has not confirmed CLOSEDQUORUM was used in real-world attacks. Its publicly observed distribution build contains placeholder API keys and a dummy Discord webhook, making that build nonfunctional as distributed. Talos traced six builds from December 29, 2025 through January 6, 2026, including developer test builds and a later distribution build. CAIRN itself uses metadata and reverse-engineered confirmation to identify and classify AI-related artifacts in malware.
