The Central Intelligence Agency released dozens of declassified presidential daily briefs detailing intelligence on Osama bin Laden and al-Qaida prior to the September 11 terrorist attacks. CIA Director John Ratcliffe announced the document release, describing it as an act of exceptional transparency on the twenty-fifth anniversary of the attacks. The files span from a February nineteen ninety-eight briefing prepared for President Bill Clinton warning of terrorists seeking weapons of mass destruction to a September twelfth, two thousand one report indicating the plot targeted the United States Capitol. Additional records reveal analysts tracked al-Qaida operational flexibility and broad target definitions. The White House noted a simultaneous release of records by the National Archives containing interviews with Clinton and Bush administration officials from the bipartisan commission that investigated the attacks.
