Cyclospora Outbreak Exposes Gap in FDA Foreign Food Inspections

A nationwide cyclospora outbreak linked to contaminated lettuce from a Mexican farm has exposed a significant decline in Food and Drug Administration foreign food inspections. Agency records reviewed by the Associated Press reveal that inspections of foreign food sites have dropped nearly 35 percent since 2019, including the Taylor Farms facility in Guanajuato linked to the outbreak. The July recall involved thousands of packaged salad products shipped to major restaurant chains, including Yum Brands. FDA inspectors did not arrive at the Mexican farm until mid-August, roughly one month after the recall was announced and marking their first visit since 2019. Former FDA official Frank Yiannas criticized the delay, emphasizing that fresh produce outbreaks require rapid responses due to complex ecosystems. Foreign food inspections fell further last year, dropping 17 percent to 1,140 in fiscal year 2025, while staffing reductions for travel logistics created additional hurdles. Companies have announced over 480 food recalls this fiscal year.
