German drone manufacturer Quantum Systems secured early entry into the United States market with assistance from In-Q-Tel, the venture capital firm established by intelligence officials. Co-CEO Sven Kruck stated that U.S. investors facilitated introductions in Washington and supported contracts with the Central Intelligence Agency and Federal Bureau of Investigation. The disclosures highlight ongoing reliance on American capital among European defense startups, even as regional governments attempt to decrease strategic dependence on Washington. Quantum Systems has grown to an $8 billion valuation, supplying reconnaissance aircraft to nations including Ukraine and Germany. While European lawmakers voice concern over foreign intelligence influence in critical technologies, industry executives emphasize that U.S. networks remain essential for navigating American administrative requirements and securing early credibility.
