House lawmakers return to Washington with a stopgap funding bill atop the list of priorities

PUBLISHED Aug 31, 2026, 12:11 PM ET

House lawmakers returned to Washington on Aug. 31 facing an agenda led by a Senate-passed stopgap spending bill intended to prevent a federal government shutdown after Sept. 30. The Senate measure, approved 90-6 on Aug. 8, would fund agencies through Dec. 11 and includes provisions addressing federal grants, border funding and hemp-derived intoxicating THC products. Speaker Mike Johnson is expected to seek House passage quickly, potentially under suspension of the rules, requiring a two-thirds majority. Republicans also plan to advance a resolution condemning socialism as the midterm campaign intensifies. The House may later consider an 86-11 Senate-passed Russia sanctions measure expanding presidential tariff authority against countries buying Russian energy. Separately, lawmakers face a recommendation to censure Republican Rep. Chuck Edwards of North Carolina over conduct toward two female aides. Edwards disputes the findings. The funding bill remains the immediate legislative test, with enactment requiring House approval and President Trump’s signature.
