Trump Unravels Biden-Era Chemical Plant Pollution Rule

The Trump administration is dismantling a 2024 environmental regulation protecting communities near petrochemical plants from toxic air pollution. Known as the Hazardous Organic National Emission Standards for Hazardous Air Pollutants, the rule required roughly 220 large facilities nationwide to upgrade pollution controls and install fenceline air monitors for dangerous chemicals including ethylene oxide and chloroprene. Nearly 60 percent of affected plants are located in Texas and Louisiana. The Environmental Protection Agency previously estimated the rule would slash toxic emissions by 6,200 tons annually and reduce related cancer risks by 96 percent in surrounding neighborhoods. Following Donald Trump's return to office, the administration granted temporary two-year exemptions to more than 50 facilities this year, issued 20 additional extensions, and announced plans to rewrite the standard. Public health experts and community advocates have criticized the rollback, warning that it severely elevates cancer risks in heavily burdened industrial corridors.
