Data Center Backlash Explodes as Defining U.S. Political Issue

PUBLISHED Aug 23, 2026, 12:05 PM ET

Public opposition to U.S. data centers has become a political issue ahead of the 2026 midterm elections, with Democrats and Republicans increasingly seeking restrictions or distancing themselves from earlier support. Gallup reported May 13 that 71% of Americans opposed building an AI data center locally, including 48% strongly opposed, in its first survey on the question. In Pennsylvania, Democratic Gov. Josh Shapiro signed Executive Order 2026-05 on Aug. 18, removing AI data centers from fast-track permitting and requiring local approval and GRID standards. In Texas, Republican Gov. Greg Abbott has ordered audits before proposed projects can advance, while Democratic gubernatorial candidate Gina Hinojosa has attacked him over data-center policy. In Ohio, Republicans warned opposition could threaten Sen. Jon Husted, while Democrat Sherrod Brown has made the issue central to his campaign. Recent coverage shows the backlash expanding beyond individual projects into debates over electricity, water, costs, local control and AI competitiveness.
