United States – A coalition of 25 technology companies, including Nvidia, Microsoft, Meta, IBM, Dell, Palantir and venture capital firm Andreessen Horowitz, released a joint open letter on July 24 urging Congress and the Trump administration to avoid what it called “premature restrictions” on open-weight artificial intelligence models. The letter, titled “Open Weights and American AI Leadership,” argues that AI systems whose internal parameters are publicly available and modifiable are critical to preserving U.S. technological leadership and to building a broad, innovative ecosystem across industry, academia and the public sector. It warns that sweeping limits on open-weight models would curb competition and push cutting-edge AI research and development overseas, particularly to China, by making it harder for startups, universities and public institutions to build on shared tools rather than pay for access to closed systems or train models from scratch. United States – The signatories, which do not include major closed-model developers OpenAI, Google and Anthropic, contend that openness can strengthen, rather than weaken, security by allowing a wide community of researchers to inspect models, identify vulnerabilities, and develop safeguards. They argue that concentrating advanced capabilities in a few proprietary systems heightens risks, and urge policymakers to distinguish between legitimate techniques such as model distillation and illegal attempts to extract value from closed models, calling for targeted legal and commercial remedies instead of broad technology bans. Nvidia CEO Jensen Huang promoted the letter in his first post on X, saying the world needs both open and closed models, while Microsoft CEO Satya Nadella and Elon Musk publicly endorsed its message as the Trump administration reviews possible sanctions and other restrictions on Chinese open-weight AI models amid a wider debate in Washington over AI safety and regulation.
