Wisconsin regulators demand $7 billion Oracle power guarantee

Wisconsin’s Public Service Commission has upheld strict credit requirements that could force Oracle to post more than $7 billion in financial collateral to guarantee electricity supply for a massive new artificial intelligence data center. The ruling stems from tariff rules that apply to exceptionally large energy users and require companies with a Standard & Poor’s credit rating below single A-minus to provide substantial financial backing. Oracle, which does not meet that threshold, would need to secure a multi‑billion‑dollar letter of credit to support the local utility, We Energies, as it builds the infrastructure needed to serve the project. Port Washington, Wisconsin, is the site of the “Lighthouse Campus,” a nearly one‑gigawatt data center facility valued at about $15 billion that Oracle is developing with digital infrastructure firm Vantage and artificial intelligence research lab OpenAI. The campus is a key part of Oracle’s strategy to expand its cloud computing footprint and to supply computing power under a $300 billion contract with OpenAI for training and running next‑generation AI models. Oracle has warned regulators that the financing fees for the required collateral could exceed $100 million annually, which it says would threaten the economic viability of the data center and discourage future technology investments in the state.
