Speaking at a technology conference hosted by Amazon Web Services in Washington, D.C., on Tuesday, June 30, 2026, CIA Director John Ratcliffe warned that advances in artificial intelligence and quantum computing are reshaping global security, likening them to "digital nuclear weapons" that are altering the nature of conflict. Ratcliffe said rival nations are aggressively developing AI tools to gain strategic advantage over the United States. In response, he announced a major overhaul of the CIA’s technology acquisition system, cutting typical procurement cycles from years to about six months and completing roughly 400 technology contracts under the new framework in the past half-year.
