Who Benefited

State lotteries, retailers that sold winning tickets, and public programs funded by unclaimed prizes saw increased revenue and attention as jackpots rolled and multiple secondary prizes were paid.

Who Impacted

Individual ticket buyers who did not match winning numbers gained nothing, while winners face tax obligations and complex long-term financial decisions about annuity versus lump-sum payments.
