Whistles patrols and community action in Chicago

Organizers say the citys grassroots network spanning Little Village to the North Side has spawned Whistlemania distributions and vendor buyouts, even as confrontations escalate, including tear gas, rubber bullets and a fatal shooting during a traffic stop. Homeland Security defends Operation Midway Blitz, which has arrested more than 3,200 people, and says operations will continue in Chicago as surges expand to other cities including Charlotte.
