Open enrollment for individual health plans begins Saturday in most states, amid a government shutdown and a congressional fight over extending enhanced tax credits. Premiums are expected to rise around 20% next year, and expiration of enhanced tax credits could more than double costs for some. Insurer rates may not change even if Congress restores aid before the window closes. A 90% federal cut to navigator funding will limit free help in many states. Enroll by Dec. 15 for Jan. 1 coverage, with most states closing Jan. 15; start at healthcare.gov and apply for tax credits first.
