At least 28 killed in heavy flooding caused by tropical storms in Mexico

Torrential rains across Mexico have triggered floods and landslides that left at least 28 dead and others missing, with storms battering 31 of 32 states. Hidalgo reported 16 deaths and extensive damage; Puebla counted nine dead, 13 missing and a ruptured gas pipeline; Veracruz reported two deaths, thousands of homes damaged and evacuations. Power outages hit more than 320,000 users and nearly 1,000km of roads were damaged. Authorities deployed over 8,700 military personnel; the navy sent 300 staff, vessels, helicopters and aircraft. President Claudia Sheinbaum vowed to restore services. Tropical Storm Raymond looms offshore as La Niña returns.
