The decision's reversal is unclear, raising concerns about the GDS's overall timeline and personnel requirements. The GAO report highlights ongoing disputes between the Army and Navy over roles and responsibilities, along with insufficient infrastructure and a lack of a clear strategy for personnel deployment. Despite these challenges, the GDS aims for initial deployment by 2027 and full completion by 2032, aiming to protect Guam from escalating threats from China and North Korea.
