Democrats John Fetterman, Jon Ossoff and Raphael Warnock joined all Republicans, but all other Democrats blocked the measure, which would have paid troops and other “excepted” federal workers during the shutdown. Sen. Chris Van Hollen pushed a rival plan to pay all federal employees, arguing Johnson’s bill gives too much discretion to the White House; Republicans countered with calls to pass a CR. With no deal, workers miss Friday paychecks and the shutdown stretches into Monday.
