Josue Castro-Rivera, 24, of Honduras, died after being struck by a pickup on busy Interstate 264 in Norfolk as he fled on foot from Immigration and Customs Enforcement, officials said. ICE had stopped his vehicle in a targeted operation and moved to detain its occupants after determining they were in the country illegally. A DHS spokesperson said an officer performed CPR and prayed with three detained individuals. Castro-Rivera lived in Norfolk, had been in the U.S. since 2021, worked as a handyman, and was heading to a job. It was at least the fourth fatality tied to enforcement operations.
