France arrests two crew members of tanker linked to Russian shadow fleet

French authorities have arrested the captain and first officer of a sanctioned tanker, the Boracay, suspected of belonging to Russia's "shadow fleet." The arrests followed a naval boarding operation off Saint-Nazaire. The crew members are accused of failing to provide proof of nationality and disobeying orders. The vessel, sanctioned by the EU and Britain, departed Russia on September 20. French and Danish officials are investigating drone activity that coincided with the ship's movements, but have not confirmed a link to the arrests.
