EU Seeks Preauthorized Boardings of Russia's Shadow Fleet

EU diplomats are weighing new powers to board vessels in Russia’s shadow fleet, according to an EEAS document for foreign ministers. The plan would use a draft declaration reinforcing the law of the sea and enable preauthorized inspections via bilateral deals with flag states. The move follows rising safety, environmental and security concerns, and a recent French boarding of the tanker Boracay. If backed, Kaja Kallas would seek Council approval to negotiate agreements. The EU is also pressing registries—Panama included—to deregister sanctioned ships and may list more vessels and support providers, including insurers and bunkering services.
