DHS says migrant fatally struck by vehicle while fleeing ICE agents

DHS said an undocumented immigrant, Jose Castro-Rivera, died after running from ICE officers during a targeted, intelligence-based operation and being struck by a vehicle on a highway. Virginia State Police reported the crash occurred around 11 a.m. on I-264 in Norfolk, identified the vehicle as a 2002 Ford pickup, and said Castro-Rivera, 24, was pronounced dead at the scene. DHS said he “resisted heavily,” fled, and received CPR from an officer. VSP is investigating the crash; the fate of others involved remains unclear. DHS blamed resistance fueled by misinformation.
