US Commerce Department finalizes steep duties on solar imports from India, Indonesia, Laos

The United States Department of Commerce finalized steep punitive anti-dumping and countervailing duties on solar cells and panels imported from India, Indonesia, and Laos. Investigators determined that foreign producers dumped subsidized products into the American market, harming domestic manufacturing. The agency assigned anti-dumping margins reaching up to 123.04 percent for Indian producers, 94.36 percent for Indonesian producers, and 65.43 percent for Lao producers. Furthermore, countervailing duty rates were established between 73.2 percent and 173.7 percent across the affected nations. The trade investigation originated from a petition filed by the Alliance for American Solar Manufacturing and Trade, which represents domestic solar manufacturers seeking to restore fair market competition. The United States International Trade Commission scheduled a final determination for October 14 to assess material injury to domestic industry. If the commission votes affirmatively, the Commerce Department will issue final duty orders in November, extending long-standing efforts to restrict circumvented Asian solar imports.
