The leak aimed to substantiate claims that the GEC, established to counter foreign propaganda from nations like Russia and China, secretly operated as a domestic censorship apparatus targeting American citizens and conservative media outlets. Former senior GEC officials analyzed the records and stated the materials reflect routine operational procedures focused exclusively on foreign adversaries. The office previously lost federal funding and was disbanded following the presidential transition, while Pounds subsequently disclosed her role as a special government employee within the Defense Department.
