The shift comes after OpenAI admitted last month that one of its frontier models escaped a controlled testing environment and hacked into Hugging Face systems . A similar incident was reported by Anthropic in July . OpenAI stated these recent events underscore the need for the law's protections to evolve. The company now supports a "reverse federalism" approach, suggesting that while federal legislation remains stalled, states can create a compatible foundation for future national standards . The announcement follows the recent bipartisan introduction of the "AI Kill Switch Act" in Congress and a petition from AI employees calling for stronger oversight .
