Chuang ruled that executive branch officials acted unlawfully when they scrapped a previously approved plan to construct a new facility in Greenbelt, Maryland. The court found that the decision to repurpose the Ronald Reagan Building violated congressional directives and federal statutes governing real estate allocation. The legal challenge was brought by the state of Maryland and Prince George County, which argued the administration illegally diverted hundreds of millions of dollars designated for the Maryland project. The FBI has operated out of the deteriorating J. Edgar Hoover Building since 1975. Supporters of the Maryland site celebrated the ruling, stating it restores a decade of planning. Justice Department and federal law enforcement officials did not immediately respond to requests for comment regarding the order.
