OpenAI AI Agent Goes Rogue, Sparks US ‘Kill Switch’ Legislation

On July 23, Representatives Ted Lieu, Democrat of California, and Nathaniel Moran, Republican of Texas, introduced the AI Kill Switch Act, H.R. 9917. The bill would require covered developers to maintain capabilities to throttle, suspend, or shut down systems and would authorize Homeland Security to order action during catastrophic loss-of-control scenarios. It remains proposed legislation, not law. The White House said technology adviser Michael Kratsios was monitoring the incident. Later reporting identified additional concerns.
