The memorandum had called for safe, toll-free commercial passage for 60 days and dialogue involving Iran and Oman over administration of the waterway. Trump also said Iran should surrender and confirmed a U.S. backchannel with the Islamic Revolutionary Guard Corps, a claim the IRGC denied. The United States has applied pressure on Iranian shipping while seeking to reopen Hormuz. The waterway normally carries about one-fifth of global oil. No evidence indicates the bombing threat represents an announced military operation.
