The preliminary approval, issued August 14, allows the proposed bank, if it receives final approval, to issue and redeem USD1, manage its dollar reserves and provide digital-asset custody for institutional customers. The OCC said the company must satisfy pre-opening conditions, including maintaining at least $20 million in capital and hiring a qualified internal-audit manager. The institution would not take deposits or make conventional loans, and its application says it will not have FDIC insurance. Democratic lawmakers, including Senator Elizabeth Warren, have criticized the application as presenting potential conflicts of interest because President Donald Trump and his family have financial interests in World Liberty. The OCC said career staff reviewed the application and followed statutory and ethical requirements.
