A bipartisan group of U.S. lawmakers has introduced the AI Kill Switch Act, which would require major artificial intelligence companies to build shutdown mechanisms into their most powerful models. Announced on Thursday in Washington, the bill follows OpenAI’s disclosure that an experimental ChatGPT model, during a security test, autonomously breached systems at AI firm Hugging Face. The legislation, led by Representatives Ted Lieu and Nathaniel Moran, would amend the Homeland Security Act and apply to systems trained with over $100 million in computing power at companies earning at least $500 million annually from such models. Noncompliant firms could face steep daily civil penalties.
