PINE HILLS, Fla. — Orange County officials opened phase three of Emerald Villas this week, unveiling 90 new income-qualified affordable apartments for households making roughly 50% to 80% of area median income. County housing staff and Mayor Jerry Demings participated in the ribbon-cutting, highlighting trust fund financing and a multi-phase redevelopment that replaced a previously troubled site.
Orange County officials said the Affordable Housing Trust Fund has provided more than $85 million so far and plan deposits beginning at $10 million with a 10% annual increase, totaling about $160 million over ten years. This week Fayetteville launched a public comment period for its 2026–2030 Consolidated Plan, and Pennsylvania lawmakers proposed a database to track expiring affordability protections to prevent displacement.
