U.S. federal prosecutors have charged a senior CIA officer with embezzling $40 million in government funds by allegedly inventing a fictitious deep-cover intelligence program. According to a newly unsealed federal indictment, the officer is accused of using high-level security clearance to fabricate operational budgets, personnel costs, and expenses for non-existent agents and activities, reportedly centered on a supposed covert project in Eastern Europe. The scheme, alleged to have run for three years, was uncovered after a CIA Inspector General audit flagged major discrepancies. The defendant, now in federal custody, faces charges including wire fraud, theft of government property, and money laundering.
