California primary tests newly redrawn House districts

California voters are participating in a Tuesday primary that provides the first major test of the state’s newly redrawn congressional map. According to the Associated Press, Democrats successfully pushed for redistricting that could add as many as five U.S. House seats to offset Republican gains from Texas map changes. Under California’s top-two primary system, the two highest vote-getters advance to November regardless of party, creating complications in a San Diego–area district redesigned to lean slightly Democratic. With Republican Rep. Darrell Issa retiring and multiple Democrats running, a split Democratic vote could allow two Republicans onto the general-election ballot, undermining Democrats’ pickup plans and influencing control of the U.S. House after 2026.
