St. Paul, Minnesota — Ramsey County officials said this week they are investigating the January arrest of ChongLy "Scott" Thao after video showed federal agents forcing entry into his home and removing him in underwear and a blanket. County Attorney John Choi and Sheriff Bob Fletcher announced they will seek Department of Homeland Security records as part of the probe. The county announced on April 13 that it will pursue evidence to determine whether agents committed kidnapping, burglary or false imprisonment, and officials said Thao has been identified as a U.S. citizen.
