WASHINGTON — The Senate approved early Friday a measure funding the Transportation Security Administration and most Department of Homeland Security components while excluding immigration enforcement; President Donald Trump said on Thursday he would sign an order instructing the Homeland Security secretary to immediately pay TSA agents amid the shutdown.
