Washington — President Donald Trump said Tuesday he fine‑tuned his plan to end the war in Ukraine and dispatched envoys to negotiate. Envoy Steve Witkoff will travel to meet Russian President Vladimir Putin, and Army Secretary Dan Driscoll will engage Ukrainian officials, officials said.
