Senate Republicans on Thursday blocked a bid to bar President Trump from attacking Venezuela without explicit congressional approval, voting 51–49 against taking up the measure as he weighs action against Nicolás Maduro. Despite rising concern over an expanding, unauthorized campaign against drug cartels—including 16 boat strikes that have killed at least 67 and a buildup of around 10,000 troops—only Rand Paul and Lisa Murkowski joined Democrats.
