A federal judge ruled immigration authorities are unlawfully detaining Ruben Torres Maldonado, a 40-year-old Chicago man arrested Oct. 18, and ordered a bond hearing by Oct. 31, though he stopped short of ordering release. Torres’ attorneys say they’ll seek bond as he applies for permanent residence; his 16-year-old daughter’s cancer treatment has been disrupted since the arrest. DHS alleges he has long lived in the U.S. illegally and committed driving offenses, and a federal prosecutor said he didn’t cooperate during arrest.
