At an EU summit in Brussels, Ukraine’s President Volodymyr Zelensky urged leaders to approve using €140bn in frozen Russian assets held at a Belgian clearing house to fund Ukraine’s defence, despite legal hurdles and Belgian reluctance. EU foreign affairs chief Kaja Kallas said Russia must pay for war damage, as the bloc unveiled measures targeting Kremlin oil revenues and three Chinese buyers of Russian crude. The U.S., under President Donald Trump, also sanctioned Rosneft and Lukoil and shelved a planned Putin meeting. Moscow and Beijing condemned the moves.
